In England we mustn't drive a car without a license.

Mustn't means a thing is prohibited.
There is a rule saying "Don't do it!"

Don't have to indicates a lack of obligation. You can do this
if you want to, but there is no rule.

E.g. You don't have to use an umbrella when it rains.

This kind of "if" sentence is used to talk about likely or
